By placing an order, the Buyer agrees to these Terms.---### 1. Definitions- "Report" means a Supply Chain & Economic Security Vulnerabilities Country Report for a single EU country, covering that country's manufacturing sectors, delivered as a PDF document in the edition current at the time of order.
- "Buyer" means an organisation — whether a private undertaking, a public-sector body, or another institution — or an individual acting for purposes relating to their trade, business, or profession, placing an order.
- "Order" means a completed purchase via the Site's checkout, including the Buyer's selection of country.
### 2. Nature of the serviceSCE Insight produces analytical Reports combining international trade and input-output data obtained from established public and licensed third-party sources with SCE Insight's own analytical models, applying analytical methodologies described in publicly available publications. The data sources and methodologies used in a given Report are identified in the Report.Reports are analytical outputs intended to inform the Buyer's own assessment. They do not constitute legal, financial, investment, or procurement advice, and do not guarantee any particular business, policy, or procurement outcome.### 3. Ordering and delivery3.1 The Buyer selects one EU country at the point of order, from those listed as available on the Site.
3.2 SCE Insight will deliver the Report in electronic form promptly following acceptance of the Order, and in any event within 2 business days. Where the Report is delivered by email, delivery is deemed complete on sending it to the address supplied by the Buyer at the point of order. Where the Report is made available for download, delivery is deemed complete when the download is first made available. The Buyer is responsible for ensuring that any address supplied is correct and able to receive the Report.
3.3 Business days are Monday–Friday, excluding Finnish public holidays.
3.4 Orders are accepted subject to confirmation. Where the Buyer has ordered a country for which SCE Insight does not hold a current Report, or which SCE Insight determines cannot be analysed to the standard it applies, it may decline the Order within 2 business days of receipt and will refund any amount paid in full. The delivery period in clause 3.2 begins on acceptance of the Order.
3.5 Reports are issued in editions reflecting the data vintages available at the time of publication. An Order entitles the Buyer to the edition current at the time of the Order. SCE Insight may publish updated editions from time to time; an updated edition is a separate purchase and is not supplied under an earlier Order.
### 4. Price and payment4.1 The price of a Report is as stated on the Site at the time of order.
4.2 VAT is charged where applicable. SCE Insight is not currently registered for VAT in Finland (turnover below the statutory threshold), and no VAT is charged on the price shown. Once SCE Insight is registered for VAT, the Buyer will be asked to provide a valid VAT identification number. Where the Buyer provides one and is established in another EU member state, the supply will be invoiced subject to the reverse charge in accordance with Article 196 of Directive 2006/112/EC. Where the Buyer does not hold, or does not provide, a valid VAT identification number, Finnish VAT may be chargeable in addition to the price shown, and the Buyer is responsible for that amount.
4.3 SCE Insight is the seller and contracting party for all Orders, and issues the invoice or receipt in its own name. Card payments are processed by SCE Insight's payment service provider (currently Holvi), a payment institution authorised in the EU. SCE Insight does not receive or store the Buyer's payment card details.
4.4 Where the Buyer pays by card at checkout, payment is due in full at the time of Order. Where the Buyer requests an invoice, payment is due within fourteen (14) days of the invoice date, unless a longer period is required by mandatory law applicable to the Buyer or is agreed in writing.
4.5 On request, SCE Insight will issue a structured electronic invoice compliant with European standard EN 16931, transmitted via the Peppol network. Public-sector buyers across the EU are entitled to require such an invoice under Directive 2014/55/EU, and in Finland businesses and public bodies are likewise entitled to request one under Act 241/2019; SCE Insight makes this available to any Buyer on the same basis. The Buyer should supply its e-invoicing address at the time of Order.
4.6 Overdue amounts accrue late payment interest at the statutory rate under the Finnish Interest Act (633/1982), and SCE Insight is entitled to the statutory standard compensation for recovery costs, in each case without separate notice.
### 5. Intellectual property and licence5.1 SCE Insight retains all intellectual property rights in the Report, including its underlying methodology, data models, and analytical structure.
5.2 On delivery, the Buyer receives a non-exclusive, non-transferable licence to use the Report for the Buyer's own internal purposes. Where payment has not yet been made, that licence is conditional on payment in full by the due date, and SCE Insight may suspend it if payment is not received.
5.3 This licence does not include any right to resell, redistribute, sublicense, or make the Report available to third parties outside the Buyer's own organisation, whether for commercial gain or otherwise, except with SCE Insight's prior written consent. This includes, without limitation, incorporating the Report or its findings into any product, service, or deliverable the Buyer supplies to third parties. Consent for such use may be given by way of a separate commercial licence, on terms to be agreed.
5.4 Reports draw on third-party data sources, which are identified in the Report. Where the Buyer reproduces, quotes or cites material from the Report that includes data, figures or findings derived from those sources, the Buyer shall credit those sources as identified in the Report, and shall impose the same requirement on any person it permits to make further use of that material. Where those sources impose further licensing conditions on derived works, use of the Report remains subject to those conditions. Reports also apply analytical methodologies described in publicly available publications; the application of such methodologies does not imply any licence from, affiliation with, or endorsement by their publishers.
5.5 Notwithstanding clause 5.3, the Buyer may share the Report within its own organisation; with any body to which the Buyer is accountable, including a parent company or a supervising or funding authority; and with its professional advisers, where those advisers are bound by a duty of confidentiality. The Buyer may also quote or cite limited extracts and findings in its own publications, provided SCE Insight is clearly credited as the source and clause 5.4 is complied with. This clause does not permit reproduction of the Report in substantial part, distribution across a wider group of companies, or any use falling within clause 5.3.
### 6. Buyer's status6.1 The Buyer confirms that it is purchasing in the course of its business, professional, or public-sector institutional activity, and not as a consumer within the meaning of Directive 2011/83/EU or the Finnish Consumer Protection Act (38/1978). SCE Insight sells to organisations only. The Buyer must identify the organisation on whose behalf it is ordering, together with an official business or VAT identification number where the organisation holds one.
6.2 Accordingly, statutory consumer rights of withdrawal (the 14-day "cooling-off" right) do not apply to this Order. If an individual wishes to place an Order in a personal, non-professional capacity, they should contact SCE Insight before ordering, as different terms may apply.
6.3 If an Order is nevertheless placed by a consumer, the Buyer expressly requests that supply begin immediately and acknowledges that the right of withdrawal is lost once supply has begun, in accordance with Article 16(m) of Directive 2011/83/EU (supply of digital content not supplied on a tangible medium) and the corresponding provisions of the Finnish Consumer Protection Act (38/1978).
### 7. Accuracy, limitations, and disclaimer7.1 SCE Insight will use reasonable skill and care in preparing the Report.
7.2 The Report is based on third-party data sources with their own publication vintage and limitations: some sources are published with a structural lag, and trade data may be preliminary for the most recent year. SCE Insight does not warrant that the underlying data is current, complete, or free of error, and will note the relevant data vintage in each Report.
7.3 The Report reflects a structural, model-based analysis. It does not predict specific future events, and SCE Insight gives no warranty as to the occurrence, timing, or magnitude of any supply chain disruption discussed or modelled.
7.4 Except as expressly stated in these Terms, all warranties, conditions, and representations, whether express or implied, are excluded to the fullest extent permitted by Finnish law.
### 8. Limitation of liability8.1 Nothing in these Terms excludes or limits liability for death or personal injury caused by negligence, for fraud, for gross negligence or wilful misconduct, or for any other liability that cannot lawfully be excluded or limited under Finnish law.
8.2 Subject to clause 8.1, SCE Insight's total liability arising out of or in connection with an Order, whether in contract, tort, or otherwise, is limited to the price paid for that Order.
8.3 SCE Insight is not liable for any indirect, consequential, or special loss, including loss of profit, business, or opportunity, arising from use of a Report.
### 9. Corrections and refunds9.1 If the Buyer identifies a factual error in a delivered Report within 30 days of delivery, SCE Insight will investigate and, where an error is confirmed, issue a corrected version at no additional cost. Subject to clause 8.1, provision of a corrected version is the Buyer's sole remedy in respect of factual errors in a Report.
9.2 Because the Report is supplied in electronic form and delivery follows acceptance of the Order immediately, refunds are not offered once the Report has been delivered, except at SCE Insight's discretion in exceptional circumstances (for example, non-delivery, or a material and uncorrectable error). Clause 9.1 sets out the Buyer's remedy in respect of factual errors.
9.3 If SCE Insight is unable to deliver a Report within a reasonable time of the stated delivery window, the Buyer is entitled to a full refund on request.
### 10. Confidentiality10.1 Each party will treat the other's non-public information disclosed in connection with an Order (including the Buyer's identity, where not already public) as confidential, and will not disclose it to third parties except as required by law or as reasonably necessary to perform the Order. This obligation applies for three (3) years from delivery of the Report, and does not apply to information that is or becomes public without breach of these Terms, was lawfully known to the receiving party before disclosure, is independently developed without reference to the disclosed information, or is lawfully received from a third party without restriction.
10.2 The Buyer may be subject to statutory obligations to disclose documents in its possession, including under the Finnish Act on the Openness of Government Activities (621/1999) or equivalent access-to-documents legislation applicable to the Buyer. Nothing in these Terms prevents such disclosure. Where a disclosure request covers a Report, the Buyer will, to the extent permitted, notify SCE Insight in advance and give reasonable consideration to any applicable statutory exemption protecting business and trade secrets, in respect of SCE Insight's methodology and analytical models.
### 11. Data protectionSCE Insight processes personal data (such as Buyer contact details and order information) as a controller, in accordance with its Privacy Policy, available at sceinsight.com. Payment data is processed by SCE Insight's payment service provider in accordance with that provider's own privacy policy. Reports are produced from aggregate statistical data and are not intended to contain personal data; SCE Insight does not act as a processor of personal data on the Buyer's behalf.### 12. Changes to these TermsSCE Insight may update these Terms from time to time. The version in force at the time an Order is placed applies to that Order. The current version will always be available at sceinsight.com.### 13. Governing law and jurisdictionThese Terms are governed by the laws of Finland. Any dispute arising out of or in connection with these Terms or an Order will be subject to the exclusive jurisdiction of the courts of Finland, unless mandatory law applicable to the Buyer provides otherwise, or unless otherwise agreed in writing between the parties.### 14. Force majeure and incapacitySCE Insight is not in breach of these Terms where performance is prevented or delayed by circumstances beyond its reasonable control, including illness or incapacity of any person essential to performance of the Order, failure or withdrawal of third-party data sources, or failure of communications or payment infrastructure. SCE Insight will notify the Buyer promptly and agree a revised delivery date. If delivery is delayed by more than thirty (30) days, either party may cancel the Order and SCE Insight will refund any amount paid.### 15. ReferencesSCE Insight may identify the Buyer as a customer, by name and logo, in its own marketing materials. The Buyer may opt out at any time by written notice. SCE Insight will not disclose the content of any Report, or the Buyer's specific requirements, without the Buyer's prior written consent.### 16. Assignment and subcontractingThe Buyer may not assign or transfer its rights under these Terms without SCE Insight's prior written consent. SCE Insight may subcontract parts of the work required to produce a Report, but remains responsible for performance of these Terms.### 17. SeverabilityIf any provision of these Terms is held to be invalid, unlawful, or unenforceable, that provision applies with the minimum modification necessary to make it valid and enforceable, or, if that is not possible, is severed. The remaining provisions continue in full force and effect.### 18. Entire agreementThese Terms, together with the Order confirmation and SCE Insight's Privacy Policy, constitute the entire agreement between the parties regarding the purchase of a Report, and supersede any prior discussions or representations, whether written or oral.
